Bloom update for professionals Summer 2024

Dear Colleague,


Thank you for your support of and engagement with Bloom. We appreciate everybody’s patience during the recent pause which enabled us to catch up with Bloom consultations and means we are now in a position to start accepting referrals for consultations in for September.


Whilst you may refer to request a Bloom consultation, all referrals are screened by the CAMHS Access team, and they will base the outcome of the request on the needs of the child, acting in their best interests; this could mean that they might consider and/or signposted the child or young person to other parts of the service or voluntary community sector.

In conjunction with Cornwall’s Neuro Diversity Strategy and the move to using the Neurodevelopmental Profiling tool in April 2024, we request that any enquiries relating to potential neurodevelopmental needs now start with completion of the profiling tool. Focussed ND consultations are available to provide advice and guidance. For more information please visit the Neurodiversity hub at Parent Carers Cornwall

Children and young people considered appropriate for a Bloom discussion sit within the Getting Advice (those who need advice and signposting) and the Getting Help (those who need focused goals-based input) quadrants of I THRIVE. It is unlikely that these children will be known to or have been open to services previously. The children and young people that will benefit the most from Bloom are those beginning to present with some difficulties which are likely being noticed by parents, school staff, school nursing team, family workers and GP’s, and will be impacting on their emotional, social, mental health and wellbeing.

The referral form (below) is supported by a suite of resources designed to help the reader better understand the function and purpose of BLOOM and how it can support in improving outcomes for children, young people and their families.

What is Bloom?

Bloom is an early intervention consultation model that proactively promotes maintaining the positive social, emotional, mental health and wellbeing of children and young people.

Actively seeking and find ways to help young people aged 5-18 be, stay well and thrive.

Bloom can help in the earlier identification of the need to address emerging signs and symptoms of emotional/mental distress.

Our aim is to intervene as early as possible, to help children and young people (and the adults in their lives) to build resilience and feel empowered, and to get the help they need, when they need it.

Designed to provide a rapid response Bloom brings professionals together to sensitively discuss and agree the best plan of support to help children and young people who are experiencing mild to moderate difficulties with their social, emotional, mental health and wellbeing. This often includes identifying ways to strengthen the network already in place around them.

How do I refer my child/ young person to Bloom?

We accept referrals from professionals, parents, carers and from young people old enough (Frazer guidelines) to refer in without the need for parental consent.

Professionals completing the form on behalf of families will need to seek consent to do so. We strongly recommend completing the form jointly with parents, carers, children and young people in order to accurately capture their views and options. This is good practice and will provide a much richer picture and a clearer understanding of the need from the perspective of everyone involved in supporting the child/young person who is being referred in.

Once complete you can send it directly to the CAMHS Access Team using the orange submit button (located at the bottom of the form).
